Abstract
Abstract in Deutsch:Die tropischen Wälder Afrikas sind in den letzten Jahrzehnten immer stärker durch landwirtschaftliche Expansion, verursacht durch steigende Bevölkerungszahlen, unter Druck geraten. Sie versorgen die lokale Bevölkerung nicht nur mit Lebensgrundlagen, sondern dienen auch als globales Kohlenstoffreservoir. CO2- Kompensationsmechanismen, wie CDM und REDD, zielen darauf ab, diese Kohlenstoffspeicher zu schützen und zu regenerieren. Jedoch ist die Anzahl solcher Projekte aufgrund hoher Transaktionskosten und starker Preisschwankungen für CO2- Zertifikate gering.
Das Projekt Agricarb ist ein Pilotprojekt, das auf eine Kombination von Waldschutz (REDD) und Bewaldung/Wiederaufforstung (CDM) abzielt. Dazu wird im Rahmen einer Dorfkooperation die übliche landwirtschaftliche Praxis schrittweise durch ein klimafreundliches und ökologisches Agroforstwirtschafts-System ersetzt.
Diese Arbeit untersucht die Umsetzbarkeit beider Kompensationstypen in einem Projekt. Dabei wird das Baseline Szenario und das Emissionsreduktionspotenzial ermittelt. Die Finanzierbarkeit des Projektes wird mittels einer Investmentanalyse untersucht. Weiteres wurden Lokalaugenscheine mit Bodenproben und Baumvermessungen, eine Befragung der Dorfgemeinschaft durchgeführt, sowie ein Entwaldungsmodell entwickelt.
Das Baseline-Szenario zeigt ein hohes Kompensationspotenzial, innerhalb von 29 Jahren würde die Waldfläche des Projektgebiets von 4320 ha gerodet werden. Ein Minimal-Preis von 7 € pro Tonne CO2 ist notwendig, um die Wirtschaftlichkeit des Projektes zu gewährleisten. Die Komplexität des REDD-Schemas ist sehr aufwendig für kleinteilige Projekte. Die Kombination der beiden Kompensationsmechanismen jedoch hat positive Auswirkungen auf die Abwicklung des Projektes. Projektinterne Synergien können genutzt werden, indem z.B. Arbeitsschritte vereint werden.
Abstract in Englisch:Demographic pressure and agricultural expansion have been increasingly threatening African tropical rainforests for the last decades. Besides providing basic livelihood services for the local people, on a global level tropical forests serve as an important carbon reservoir. To counteract the destruction of these carbon reservoirs, carbon offset schemes focusing on afforestation/reforestation (CDM) and forest preservation (REDD) have been implemented. Yet due to low and variable CO2 prices and high transaction costs, only a few of these project types have been realized.
The Agricarb project is a show case combining these two schemes to avoid deforestation and to establish agroforestry as an environmentally friendly and sustainable land-use alternative to the local community.
This thesis investigates the applicability of the combination of the REDD and CDM mechanism, defines the baseline scenario, and analyses the carbon offset potential of the Agricarb project. The profitability of the project is evaluated through an investment and sensitivity analysis. The evaluation of the applicability criteria and the construction of the baseline scenario are based on on-site inspections, a rural appraisal, and a deforestation model. The carbon stock calculations result from tree and soil measurements.
The baseline scenario shows a high carbon offset potential. In this scenario the project forest area of 4,320 ha would be completely deforested within 29 years. A minimum price of €7 per ton CO2 is necessary to ensure the profitability of the project. The REDD methodology is only partly appropriate for projects on a small scale because of the required historical and reference data. The project benefits from the synergies gained through the combination of the offset schemes. This combination leads to a reduction in transaction costs, while documentation and results can be used to evaluate both offset schemes.
